Mr. Schumacher was born in White Plains and was a long-time resident of Ossining.
He graduated from Horace Greeley High School and the New York State Institute of Applied Arts and Sciences in White Plains.
He was a Master Chief in the U.S. Navy Seabees Reserve for 44 years.
“Charlie” was the Superintendent of Road Maintenance for the Westchester County Department of Public Works from 1975 to 1995. His leadership established a standard of excellence that is a model for all public works departments in the county.
